China’s departure tax refund can return part of the VAT on eligible goods bought at designated stores. The useful 2026 change is not a larger refund. It is a faster process: smaller claims face spot checks, more records move online, and instant refunds can be completed across regions.

This guide covers purchases in mainland China. Hong Kong and Macao run separate tax systems. Rules and counter locations can differ by departure port, so treat the national rules below as your checklist and confirm the exact counter before your flight.

What changed in China’s tax refund rules in 2026?

From July 1, 2026, customs uses random physical inspections for applications involving goods valued below ¥10,000. Claims of ¥10,000 or more still receive item-by-item checks. The policy also supports online verification of application forms and invoices, while the paper route remains available.

From September 1, participating refund-upon-purchase stores can upload a visitor’s identification documents for online review. This does not remove the need to carry your passport, receipts, goods, and refund documents. It moves more of the checking into the digital system.

The instant refund service also gained cross-region recognition. A traveler may buy through a participating instant-refund store in one province and finish the guarantee release at an eligible departure port elsewhere. The nationwide departure deadline for this instant-refund route is 28 days.

Who can claim a departure tax refund?

The scheme is for overseas visitors who have stayed in mainland China for no more than 183 consecutive days before departure. It includes foreign passport holders and eligible visitors from Hong Kong, Macao, and Taiwan.

Your purchase must meet all of these conditions:

  1. Buy from a store displaying the official departure tax refund sign.
  2. Spend at least ¥200 at that same store on the same day.
  3. Leave mainland China within 90 days of the purchase for a standard departure refund.
  4. Take the goods out yourself, either in hand luggage or checked baggage.
  5. Keep the goods unused and unconsumed before departure.

Hotel bills, restaurant meals, transport, and services are not refundable goods. Food or cosmetics opened during the trip may also fail the unused-goods test. Ask before paying if a product is eligible, especially when buying mixed items.

How much money do you get back?

The invoice category sets a refund rate of 11% or 8%. A refund agency then charges a 2% handling fee. In practical terms, the net amount is usually 9% or 6% of the VAT-inclusive invoice value, subject to customs verification.

For example, an eligible ¥3,000 purchase in the 11% band produces a calculation of ¥3,000 × (11% − 2%) = ¥270. Do not assume every product sits in the 11% band. The store’s invoice and application record control the result.

Refunds are paid in renminbi. For an approved refund of ¥20,000 or less, the visitor can choose cash or bank transfer where the counter supports both. Amounts above ¥20,000 are transferred to a bank account. Mobile payment options are expanding, but availability still depends on the city and refund agency.

What should you ask for in the store?

Show your passport before the transaction is closed and say you need a departure tax refund. Staff should confirm that the branch participates, check the ¥200 threshold, issue the sales invoice, and prepare the official application record. A brand may have hundreds of shops, but only listed branches may process refunds.

For a standard refund, you pay the full price and collect the refund at departure. For refund upon purchase, a participating store releases the expected refund early, normally after an agreement and a credit-card pre-authorization. Customs completion is still required. If you fail to leave on time or cannot validate the goods, the guarantee can be charged.

Allow extra time. At a large airport, arrive at least three hours before an international flight and locate the customs tax-refund inspection point before checking any suitcase containing the goods. Counter layouts change, and the customs desk may sit in the public check-in hall while the refund agency sits after security.

Use this order:

  1. Find the customs verification area and present your passport, eligible goods, invoices, and application records.
  2. Complete any physical inspection selected by customs.
  3. Check baggage only after customs has released goods that staff needed to see.
  4. Pass immigration and security as directed by the airport.
  5. Take the verified record to the refund agency counter or use the supported digital channel.
  6. Keep the confirmation until cash arrives or the transfer posts.

The under-¥10,000 spot-check rule can shorten the customs queue, but it does not give permission to pack inaccessible goods. Customs can still select your application.
